weather on the way. it is dry and san francisco but cloudy. we did see measurable amounts in the north bay. it is really not until we head into the afternoon probably the evening commute will be most of where the rain will fall. we certainly have more moore's jerk on the way and you could see all the clouds that are associated with this system. at 9:00 a.m. we really would not be seeing much perhaps just some light rain. the rest of us will be dry. as we put the clock into motion by 2:00 p.m. the rain or at least arrange chances will head south toward and perhaps light rain for the east bay interior valley. >> take a look at a later on

but nothing in the commute direction. i do not see anything that will slow you down. we do have some areas of overnight construction. it is light and easy unfortunately i do not think we will deal with the slicked road way is that we originally expected. the drive time in both directions is at 13 minutes. a quick look at the golden gate bridge, all is well coming out of the north bay. >> pssnew this morning. u-s safety regulators are investigating fires in tesla "model s" electric cars. like the one you see here in this video. cars' batteries after the undercarriage hit road that debris damaged the batteries causing a thermal reaction. no one was hurt in the fires. the investigation affects more than 13-thousand cars sold in the u-s. it could lead to a recall, but no decision has been made.

tesla motors c-e-o elon musk also announced the cars are going through a software change to make them ride higher on the roads. musk says he is amending the cars' warranty to cover damage due to fire. >> a high speed crash in the east bay. takes the life of former raider thomas howard. the c-h-p says, the 30 - year old was going more than 100 -miles an hour. witnesses say, he lost control of his b-m-w. clipped a big rig on highway- 880 in oakland. the impact then sent his car over the guardrail into oncoming traffic. killing another driver as well. kron-4's scott rates ha maligne

>> welcome back. the bart district and the unions reached a tentative agreement last month. but bart board members are now poised to vote down the contract this coming thursday. that possibility has many people wondering if workers will go back to the picket line. bart director joel keller says he and other board members are voting against the contract because it contains a family medical leave clause that district negotiators should not have approved. some say board members are simply feeling buyer's regret. keller says it's more than that. he's trying to look out for everyone's best interests. >> what i have control over is to be responsible for the people who ride the system and the employees. we have a fair contract that can be ratified.

>> while bart directors are scheduled to vote on the new contract at their meeting thursday, it's unclear what will happen if the unions decide not to reopen the deal. >> a silicon valley jury is set to begin deciding today how much samsung owes apple for copying key features of the iphone and ipad. apple is demanding $380 million. samsung counters that it only owes $52 million for using features such as "pinch-to-zoom" in 13 older-generation products. an earlier jury found samsung had infringed apple's patents in making and selling 26 products and awarded apple $1.05 billion. but u.s. district judge lucy koh ruled that the jury miscalculated damages for 13 products. >> the university of california, santa barbara is urging people on campus to watch out for signs of meningitis after two students were diagnosed with the disease. they university was also

>> welcome back. eight people are now confirmed dead from the outbreak of tornadoes across the midwest sunday. andrew spencer reports those in the wake of the devastating storms are trying to pick up the pieces. >> many of those who were forced out of their homes were allowed back yesterday to survey the damage and to see what memories and they could say. >> you just do not think that things like this will happen. >> the mayor of washington says that when the tornado struck, many families were in charge and says not one

charge was damaged. >> >> voters in albuquerque, new mexico, will decide today. whether to ban late- term abortions. that means. albuquerque could become the first u-s city to pass a ban on abortions past 20 weeks of pregnancy the municipal referendum is being viewed as a possible new front for activism in the abortion wars. if the referendum passes, it is likely to be challenged in court. attorney general gary king. who is a democrat, says the law is unconstitutional.

>> new york city mayor, michael bloomberg, is expected to sign legislation today. to ban the sale of tobacco products to anyone under 21. city health officials hope that by raising the legal purchase age from 18 to 21. smoking rates in the age group will decline. but the ban has limitations. teenagers can still possess tobacco legally. >> george zimmerman is back in court today. this is his latest mug shot. the man acquitted of murder and manslaughter in the death of unarmed teen - trayvon martin. is now accused of assault -- that's after a fight with his pregnant girlfriend at her florida home. she says. he pointed a shotgun at her. zimmerman has been charged with aggravated assault, battery and criminal mischief. in september - he was briefly held by police in another domestic dispute case. involving his estranged wife. no charges were filed in that case. >> there are signals of a deepening rift in iran over a possible nuclear deal with world powers.

some iranian lawmakers are seeking to block likely concessions offered by tehran in exchange for easing western sanctions. that means iran may not with negotiate with world powers after all. the effort is considered mostly symbolic but it's evidence of internal disagreement. iran's supreme leader, ayatollah ali khamenei , has backed the nuclear talks. linerelief efforts continue for those devastated by typhoon haiyan. the u-s is sending two more ships with helicopters, trucks and equipment to produce potable water. four- million people have been displaced by the storm. and are in desperate need for food, water and shelter. hundreds of marines will also be arriving with the ships filled with supplies. to help the relief effort. >> flash floods on the mediterranean island of sardinia. have killed at least 14 people. the mayor in olbia has described the storm as "apocalyptic." bridges have been washed out by gushing rivers and water levels have reached ten feet high in some places. sardinia's governor says the victims include a family

homeless people to block the city of albany's plan to evict them and others living on a bayside landfill known as the "bulb." u.s. district judge charles breyer said in a one-page ruling that the homeless people and a nonprofit group that joined them in the case had "failed to establish a likelihood of success on the merits" of their lawsuit, which was filed last week. the ruling came two hours after breyer completed hearing arguments on the request by the 10 individuals and albany housing advocates. about 60 people are now living in tents and structures at 40-acre tip of the landfill, according to the lawsuit. the site juts out into san francisco bay near the golden gate fields horseracing track. last may, the albany city council voted to begin enforcing a no-camping ordinance there in october. the city has not yet begun evictions, but on oct. 21, the council approved a $570,000 transition plan that includes assistance and temporary shelter for the bulb residents and cleanup of the >> four san francisco supervisors today expressed their commitment to get a measure on the city's ballot in 2014 that would impose a tax on sugary

drinks sold in the city. supervisors eric mar, scott wiener, malia cohen and john avalos held a news conference at city hall this morning to outline their plans for a tax that would add 2 cents per ounce for sodas and other sugary drinks sold in san francisco. the proposal would have to be approved by the board of supervisors and is tentatively planned for the november 2014 ballot, where residents would need to pass it with a two-thirds vote. "the problem is huge," said mar, who on tuesday will introduce his proposed tax after wiener introduced his version three weeks ago. the supervisors said the proposals differ only a little and will eventually merge into one measure to go on the ballot. wiener said health experts have tied consumption of sugary drinks to type 2 diabetes, obesity and other health problems and that a tax "will save lives and improve public health in san francisco." dr. laura schmidt, a professor with the university of california at san francisco's school of medicine, said recent studies have found even more problems with sugary drinks, which she said can cause increased risk of heart attack, stroke or liver damage and often harm low-income communities the most. >> coming up on the kron4

'momma's gone city'. jessica shyba writes about how beau wanted a puppy last christmas when they lived in new york. but instead they waited until they moved to santa cruz before finding theo at the s-p-c-a. shyba says, when they took theo home. he had trouble napping by himself.so he found himself a napping buddy. shyba says that the cell phone pictures she took of her 23-month old son beau sleeping with theo have touched a nerve with people all over the world. theo was one of 11 puppies rescued by the santa cruz spca. he's thought to be a lab - german shephard mix. >> i am receiving e-mail's from everywhere. >> shyba says, she hopes her photos will inspire others to adopt a pet.

>> welcome back. our top story this morning. there is still shocked and angered after a violent car crash that killed a former oakland raider and a 64 year-old hayward resident. the former raiders player still has many friends who play on this year's team. kron4 will tran is live at the raiders' headquarters with the story. >> he has many friends on this team that remember him. so far we have not heard

from the nfl or the raiders organization. when this nils brought out is all over the place. it is on the internet, it made national nils. here is a picture of a thomas howard. he is 38 years old. the raiders drafted him back in 2000 and six. he was a big member of the raiders and he played defense and was a linebacker. here is a video of the crime scene. we were all over this yesterday. this happened on 880 right around broadway. the chp stated that he was a traveling at about 100 mi. per hour. he lost control of his bmw clipped a semi truck. after he lost control he slept and went over the

zain asher is at the new york stock exchange. >> work is almost never perfect. you might have a loud talker in the cubicle next to you. or the food in the lunch room might not be so great. still, most of us get over these little annoyances. but for 16-percent of americans, they find work unbearable. they hate their jobs. monster dot-com looked at how we compared to other countries. and american workers are the most unhappy. behind the u-s are british workers. 12-percent of them don't like their jobs. germany is also showing double-digits dissatifaction. so who loves work the most? our neighbors to the north. canada. as for the u-s, monster doesn't nail the unhappiness down to one factor. a lot of things go into job satisfaction, but one factor is money. 21-percent of workers who made less than 50-thousand dollars a year said they hated their jobs. compared to only 10-percent of americans making over 50- thousand who hate their jobs. and in recent months, lower- wage workers have been taking to the streets, going

on strike to protest those wages. but despite all the dissatifaction, most americans -- 53-percent -- like their job. some even say they love it so much that they'd do it for free. align >> it is a constant battle between millions of parents and their kids. now. evidence that playing video games. is not harmful to developing children. a new study suggests playing video games does not negatively impact your development. the british medical journal studied more than 11- thousand kids over the course of a decade. the youngest kids were five when they started playing video games. it found no link between playing video games and behavior, attention, or emotional issues. however.the same study found that kids age 5 - 7 that watched more than 3 hours of television per day did have small increases in behavioural problems. so bottom line according to this study.t-v can be more harmful to young kids than video games. >> it is pretty intense
